What is a good cardio workout for someone with shin spints?

I’m currently doing stretches and icing my shin spints. I don’t want to stop exercising, is there any type of cardio workout that wont hurt my shins?
I’ve never had shin splints so I can’t speak directly to the issue but I did tear all of the ligaments in my ankle recently and was on crutches for a couple of weeks as a result.
However, I was able to continue with cycling 22 – 36 kms every morning , with a tensor bandage as the only encumbrance.
There didn’t seem to be any real obstacle to maintaining a heart rate in the anaerobic zone and beyond (ie exceeding 90% of the maximum heart rate for my age).
If cycling is not possible, then swimming would do the trick as well.
